Bass Coast Shire Council received the green light for the growth of Wonthaggi North-East, which will pave the way for new homes for more than 12,000 people.

The Wonthaggi North-East Precinct Structure Plan will double the size of Wonthaggi and expand the business and industry precinct to provide major investment and new jobs for the region.

State Government gazetted the plan, unlocking 444 hectares of residential land for development. Over 5000 homes are expected to be established in the precinct over the next 30-50 years.

Project fast tracked by the Victorian Government

As part of the Victorian Government’s response to the COVID-19 pandemic, the VPA fast tracked a package of its existing projects to unlock about $17 billion in estimated economic value by mid-2021.

The Wonthaggi North East precinct project is one of the 18 planning and infrastructure projects chosen for early completion as part of the response.


The vision is for a sustainable and resilient community with plenty of housing choices, open space, well-connected streets, future schools and a local town centre and convenience centre. It will complement Wonthaggi, with an extensive network of cycling paths, public transport and pedestrian links to central Wonthaggi.

  • Precinct size: 633 hectares
  • Number of houses expected: 5000 dwellings
  • Population: 12,000 people
  • Local jobs: 1,600
  • Development has commenced
  • Percentage of land for open space and reserves for drainage and conservation: approx. 30%
  • 15 parks
  • 2 sports reserves
  • 1 government primary schools
  • 2 community centres with kindergartens and Maternal and Child Health facilities
  • Local convenience centre featuring a mix of retail, commercial and community operations and spaces.
  • This will provide a range of goods and services and economic benefits and lifestyle and employment opportunities.
  • A range of drainage and waterway reserves.
  • A comprehensive network of bicycle and shared paths.


  • A native vegetation precinct plan has been developed to carefully balance conservation with broader planning objectives.
  • Habitat corridors will be created along the waterways and wetlands.
  • Significant native vegetation will be maintained, and places of Aboriginal cultural heritage and post-contact cultural heritage will be conserved and celebrated.

Infrastructure within the precinct will be funded by contributions from landowners.

The Development Contributions Plan:

  • identifies the location for schools, community facilities, local parks and roads.
  • establishes a framework for the collection of funding for infrastructure and services.
  • ensures the cost is shared between the various developers and the wider community.

Current DCP/PSP levies

Calculated as of 30 June 2023. Valid from 1 July 2023 to 30 June 2023.

Developer Contribution levy is based on the net developable hectare (NDHa). The current levy is as follows:

  • Residential land - $258,421
  • Employment land - $227,522

Community infrastructure levy - $1273 (per dwelling)

The future name of the precinct (suburb) will be determined by council in collaboration with Geographic Names Victoria.
