Draft Community Vision 2045
This statement is developed in consultation with community that captures what community members most value about Bass Coast and the shared vision of their community’s desired future.
Every 4 years Council is required to develop strategic plans which set out goals and objectives for Council and the strategies to achieve them over the 4-year period. The plans guide Council’s work and help us to deliver on our shared Community Vision, shaped by what our community has told us matters the most.
Over the past 14 months, Council has been engaging with community members, groups and service providers to understand what is important to our community.
Updating these documents require Council to balance competing issues and make decisions that are fair for all while meeting the requirements of the Local Government Act 2020.
With your help, Council has drafted 6 new strategic plans to guide Bass Coast into the future as well as reviewing the Community Vision to ensure it still reflects our community's longer-term aspirations.
These Plans work together to guide Council's priorities, direct spending, keep our community healthy and safe and ensure our most vulnerable community members have fair access.
Now we're inviting you to take one last look before they’re finalised.

This Plan guides all of Council’s work and decision-making. It ensures that Council’s work aligns with community aspirations and is focused on the same outcomes.
The Plan also helps Council track its performance and meet the legislative requirements set out in the Local Government Act 2020.
This Plan outlines the importance of the infrastructure assets for which Council is the custodian. The Plan informs community on how Council infrastructure and other assets are to be managed in order to achieve objectives listed in the Council Plan and Community Vision.
This Plan provides guidance for Council’s long term financial decision making to ensure the future needs of the growing community can be met. This comprehensive framework underpins the affordability, funding and delivery of a number of major projects that are important to community and outlined in their vision
This Plan sets the strategic direction for improving the health, wellbeing and equity of everyone who lives, works and plays in Bass Coast. It builds on the strong foundation of the 2021-2025 Plan while introducing a more community-led, place-based and partnership-driven approach.
The Disability Action Plan 2025-2029 outlines Council's commitment to creating a more inclusive, accessible and equitable community for people living with disability, placing lived experience at the centre of planning and action.
The Domestic Animal Management Plan (DAMP) provides a strategic approach to promoting and encouraging responsible pet ownership, the welfare of dogs and cats, the protection of the community and environment from nuisance dogs and cats.
These draft Plans and Community Vision refresh are the result of extensive community engagement which started in July 2024.
The pages below detail the consultation process and what we heard from the community that helped to shape these plans.
We engaged the community to discover the needs, wants and priorities for the next four years to shape the Community Vision.
