Council has appointed Stabilised Pavements Australia (SPA) Pty Ltd to complete road renewal works along Settlement Road in Cowes between Justice Road and Red Rocks Road.

Construction commenced late April 2023 and will take up to 5-6 weeks to complete, subject to favourable weather.

The aim of this project is important in ensuring the urban road network is safe and sustainable for the community into the future and appropriate levels of service are maintained.

Council recognises that it can be a challenge to deliver the necessary works and not affect residents, businesses, and road users, especially when much of our work is determined by weather conditions.

The total project cost is in the order of $840,000 which is partly funded by Roads to Recovery program ($720,000) and Council’s adopted 2022/23 Capital Works Program ($120,000).

  • Some underground stormwater drainage renewal works, kerb and channel rectification at road intersections.
  • Approximately 800 metres of road pavement works by adding crushed rock overlay and foam bitumen stabilisation to the existing road pavement.
  • Asphalt road sealing works including line marking and other associated road works.

Appropriate traffic and pedestrian control measures will be implemented onsite during these works. This will be a construction zone and we appreciate that for your own safety and others that access will be restricted. Our staff and contractor will notify nearby residents who may be impacted by these works. We encourage road and pedestrian users to allow enough time, seek alternate routes, and avoid the construction area during these times. Local and emergency access will always be maintained.

The use of heavy plant and machinery including noisy and vibration works for construction including saw cutting, earthworks and use of trucks for removal or delivery of materials.
