Project Summary
Bass Coast Shire Council appointed Simpson Construction Co Pty Ltd to undertake the final stage of seawall replacement works (Stage 2) at the Rhyll boat ramp facility at Beach Road, Rhyll. Construction works commenced in early August 2024 and were completed in November 2024.
The total project cost is in the order of $900,000 and is fully funded by State Government through Department of Energy, Environment and Climate Action (DEECA). Council will provide project management services for the delivery of construction program.
The replacement of the north side seawall will be an extension to the stage 1 of the seawall replacement works which were undertaken by the Council and completed in 2023.
Stage 2 of the works will include the replacement of 45 metres of the existing north side seawall, footpath, kerb and a viewing platform.
The works will avoid the risk of existing seawall failure and improve access and safety of the pedestrians.

- Access to the boat ramp, jetties and non-powered ramp will be available.
- Site fencing will be in place restricting access and encompass the worksite. Refer to the Traffic Management Plan.
- The north side carpark (4 Car Trailer Unit bays) will be closed, and 5 bays on the east side parking will be removed to facilitate access to the boat ramp. All other parking bays will be available during the works.
- There will be changed traffic management, with the entry to the car park to be shifted to the old entry during the works. Refer to the Traffic Management Plan.
- Appropriate traffic and pedestrian control measures will be implemented onsite. This will be a construction zone and for your own safety and others, there will be some access restrictions, including complete closure of the north side parking area. Emergency access to the boat ramp and jetty will be available.
- There will be access restrictions to the existing viewing platform to undertake rectification works.
- The project will result in noise and vibration from heavy plant and machinery used for construction, including onshore pile driving, earthwork, pavement construction and use of trucks and cranes for removal or delivery of materials.
