Proposed Project Summary
Bass Coast Shire Council will be seeking to appoint a contractor to undertake drainage renewal and flood mitigation works in two stages. The works will be staged to minimise disruptions to residents and road users.
The proposed works are set to take place along Bayview Avenue between Russell Street, Pier Road and Garden Crescent. See Location of Works below.
Stage 1 - relocation of services to allow for stage 2 construction works. It has been identified that Telstra, Gas and underground electricity services will require relocation. These works are estimated to be completed in 2024, subject to approvals from service authorities.
Stage 2 - installation of two stormwater detention tanks in Bayview Avenue and Garden Crescent as well as installation of stormwater drainage followed by reinstatement of the road pavement. Stage 2 is estimated to be completed in 2025, subject to weather, supplier and contractor availabilities.
The aim of this project is to mitigate the flood impact on properties in Bayview Avenue, Garden Crescent and Pier Road.
These works will include service relocations, underground stormwater detention tanks, underground stormwater drainage, reinstatement of pavement and kerb.
Council recognises that it can be a challenge to deliver the necessary works and not affect the residents, businesses and road users, especially when much of our work is determined by weather conditions.
- Significant changed traffic conditions including full road closure and detours will be in place for the duration of the project.
- Stage 1: intermittent full road closures or traffic management will be in place at Bayview Avenue between Russell Street and Peir Road.
- Stage 2: intermittent full road closures or traffic management will be in place at Bayview Avenue between Russell Street and Pier Road.

- We encourage road and pedestrian users to allow enough time, seek alternate routes, and avoid the construction area during these times. Local and emergency access will always be maintained.
- Appropriate traffic and pedestrian control measures will be implemented onsite during these works. Pedestrian access will be available for the duration of the works.
- This will be a construction zone and for your own safety and others, there will be access restrictions, road and pathway detours and closures.
- The use of heavy plant and machinery including noisy, and vibration works for construction including earthworks and use of trucks for removal or delivery of materials etc.
