Project Summary

Bass Coast Shire Council’s Infrastructure Delivery department will soon commence construction works for Bayview Avenue Drainage Renewal and Flood Mitigation in Inverloch.

About the Project:

  • The primary goal of this project is to reduce the risk of property damage due to flooding by upgrading the existing stormwater drainage network and implementing new flood control measures. These improvements are essential to protect homes and properties from potential flood damage and enhance the resilience of the stormwater catchment area for properties
  • The drainage renewal on Bayview Avenue will upgrade the existing stormwater network with additional stormwater pits and pipes to capture stormwater runoff and divert it to underground stormwater storage units. New underground storage units in Bayview Avenue will provide primary storage for the surface stormwater drainage in the area, while new twin 1800mm diameter concrete pipes in Garden Crescent will provide secondary storage.

This project will be undertaken in 5 stages as set out below:

  • Stage 1A Section of Garden Crescent (East, south side) - February 2025 to March 2025 (completed)
  • Stage 1B Section of Garden Crescent (East, north side) - February to July 2025
  • Stage 2 Section of Pier Road
  • Stages 3 & 4 Section of Bayview Avenue (between Russell Street and Pier Road) - late April 2025 to July 2025
  • Stage 5 Section of Bayview Avenue (between Russell Street and Corsair Grove) - completed

  • The project scope includes the construction of stormwater pits and the installation of underground stormwater storage units and pipes, significant earthworks, and the installation of Gross Pollutant Trap (GPT). A GPT is a device that filters stormwater to remove litter and other pollutants before they enter waterways. The project will also include the reinstatement of the kerb and channel and road pavement.

This project is funded by Bass Coast Shire Council, Stormwater Renewal Program in the value of $3 million.

  • Bayview Avenue, Garden Cresent (East), and Pier Road will be closed in stages for traffic. Road users are advised to use alternate routes. Please refer to the site location plan and proposed traffic management plans. All dates are indicative only and may be subject to change.
  • Stage 1 Section of Pier Road – early Feb to early March 2025 and Bayview Avenue (between Corsair Grove and Pier Road) – end of March to mid-May 2025
  • Stage 2 Garden Crescent (East) – March and May 2025 and Bayview Avenue (between Corsair Grove and Pier Road) – end of May to mid-June 2025
  • Stage 3 Bayview Avenue (between Russell Street and Garden Crescent) – mid June to mid July 2025
  • Appropriate traffic and pedestrian control measures will be in place throughout the duration of works, including electronic variable message signs, road closures, reduced speed limits, and road and pedestrian detours. However, access will be restricted during the storage unit installation works at Bayview Avenue and Garden Crescent. Emergency access will always be available during the construction works.
  • Some inevitable noise, dust, vibrations, and the use of heavy plant and machinery will occur during the construction period. There will be increased activity in these areas, including the presence of construction vehicles and equipment, deep excavation works, sheet piling, crane operations, pipelaying and pavement works. We will take measures to keep these to a minimum.

Council Update - 15 July 2025

The Bayview Avenue Drainage Renewal & Flood Mitigation at Inverloch, which was scheduled to be completed in August 2025 has been delayed due to South Gippsland Water’s proposed works to renew the water main at Bayview Avenue.

South Gippsland Water (SGV) has advised that they are planning to undertake these works in September 2025. The works involve replacing the existing water main at Bayview Ave between Williams St and Pier Rd. As the proposed works by SGW are in the project area, Council is unable to complete the road reinstatement works of the project until SGW complete the water main renewal works.

Council appointed contractor (Bass Coast Civil) has completed all drainage works in the project. They have been instructed to place a temporary seal and open the road to traffic in early August. The contractor will return to the site after SGW complete the water main replacement to undertake asphalt resurfacing works. Council has allocated additional funding to rectify pavement failures at Bayview Ave and extend the asphalt resurfacing up to the Williams St roundabout. Council is planning to undertake road resurfacing works in October 2025, subject to SGW’s works.

It is anticipated that water main renewal works will eliminate the root cause of the isolated pavement failures at Bayview Ave. The asphalt resurfacing works will improve the serviceability of the road.
