About the Project

We will be finishing the remaining gap in Toorak Road/Venus Street from Ullathornes Road to Ramsey Boulevard to allow a safe pedestrian link and separation between vehicles and pedestrians.

Stage 1 – Toorak Road/Venus Street from Ullathornes Road to Cashin Street - COMPLETED

Stage 2 – Toorak Road/Venus Street from Cashin Street to Western Street - The design for Stage 2 is complete and Council is awaiting the final approvals. Work is expected to commence in early 2024. Future stages of this footpath will be constructed subject to funding in future years.

Stage 3 (a) – Toorak Road/Venus Street from Western Street to Sandymount Avenue

Stage 3 (b) - Pedestrian Crossing/Facility to link pathways between Ramsey Boulevard and the Foreshore

These works will give residents along the streets and the greater area, a safe pedestrian connection to existing footpath network.

  • Construction of a 1.5 meter wide fibre reinforced concrete path from Ullathornes Road to Ramsey Boulevard including service adjustments for water, power and Telstra services, and alterations for stormwater pit lids, as required. Where the new path crosses driveways extra depth concrete will be placed. A new bus shelter and hard stand area will be reinstated ((Stage 1)
  • Construction of a 1.5 meter wide fibre reinforced concrete path from Cashin Street to Sandy Mount including service adjustments for water, power and Telstra services, and alterations for stormwater pit lids, as required. Where the new path crosses driveways extra depth concrete will be placed. Pedestrian refuge will be included as part of this connection (Stage 2).

  • Minor vegetation trimming and removal to allow for the construction of the new footpath.
  • New footpath laybacks, kerb and drainage at intersections and connection of path, as required.
  • Some existing driveways will be replaced with plain reinforced concrete at no cost to the property owner. The reason for replacement of some driveways is to allow the correct cross fall and match new levels for the path.
  • Access to your property will be restricted for a four-day period following from when the concrete is poured. This is required to allow the concrete to set properly before
  • any vehicles can use the driveway. Our contractor will advise them, in advance, of any works affecting access to their properties.
  • Appropriate traffic and pedestrian control measures will be implemented onsite during these works. This will be a construction zone and we appreciate that for your own safety and others that access will be restricted. Our staff and contractor will notify nearby residents, businesses and user groups who may be impacted by these works. We appreciate that these works may present an inconvenience and we ask for your patience during these times. Our contractor will make every effort to minimise disruptions to recreation reserve users, motorists, schools, residents and businesses.
  • The use of heavy plant and machinery including noisy and vibration works for construction including saw cutting, use of trucks for removal or delivery of materials

This project represents an investment in upgrading our footpath network as part of Council’s Pathways GAPS Program and will improve access for pedestrians for the community.

Council has funded $120,000 in the 2023/24 budget for the pathway along Toorak Road from Cashin Street to Western Street. Future stages will be subject to funding in future Council budgets.

The footpath is being delivered as part of the Footpath GAPS Program and in response to the Inverloch Walking Study completed in 2016.

Long term financial plan – Footpath GAPS Program.
