Project Summary
Bass Coast Shire Council’s Infrastructure Services Department will soon commence Stage 1 renewal works of Rhyll Newhaven Road in Rhyll.
- The primary goal of this project is the renewal of approximately 670m of the Rhyll Newhaven Road to improve the serviceability of the road. The pavement renewal will be carried out by adding imported crushed rock, foam bitumen and lime to the existing pavement base material and stabilising the pavement base.
- The foam bitumen stabilisation utilises the existing road base material and minimizes the carbon footprint impact from the project.
The project scope includes the renewal of the existing road pavement, minor drainage works, road sealing, road signage and line marking.

- The works area of the Rhyll Newhaven Road will be kept opened during the project duration with traffic controllers at site and single lane closures adopted with contra flow traffic. Please refer to the site location plan below.
- Appropriate traffic and pedestrian control measures will be in place throughout the duration of works, including electronic variable message signs (prior to commencement of works), reduced speed limits, road and pedestrian detours. Emergency access will always be available during the construction works.
- Some inevitable noise, dust, vibrations, and the use of heavy plant and machinery will occur during the construction period. There will be increased activity in these areas, including the presence of construction vehicles and equipment, drainage, and pavement work. We will make every effort to keep these to a minimum.
