Bass Coast Shire Council has developed an Affordable Housing Strategy to facilitate increased affordable housing throughout Bass Coast where it is most needed and close to essential services. The Strategy demonstrates Council’s commitment to address the clear and immediate need for more affordable housing in Bass Coast and build inclusive communities that support health, wellbeing and connection.
Discussions with key sector stakeholders, local organisations and government partners highlighted the need for more affordable housing and informed the development of the Draft Strategy. Research into local housing affordability and availability pressures, including development of the Bass Coast Housing Story, identified a significant social and affordable housing shortfall in Bass Coast, as well as higher level of rental stress for Bass Coast residents compared to regional averages. The Strategy identifies that the greatest needs in Bass Coast are: emergency, transitional and social housing, including specialist family violence accommodation, support services to help people access and sustain housing, and local housing for local people. The strategy outlines best practice considerations for affordable housing aligned to industry standards that is well-designed to high sustainability standards located in townships close to essential services, employment opportunities and transport.
Community consultation for the Draft Strategy occurred over four weeks from 26 June-25 July 2023 via the Engage Bass Coast platform. Community members and organisations engaged through the consultation expressed strong support for Council’s role in facilitating more affordable housing in the Shire. Feedback from the community consultation has been incorporated into the Strategy to deliver on the community needs and support for increased affordable housing in Bass Coast Shire.
The Strategy identifies three primary roles for Council. We will support advocacy, engagement and partnerships across the sector, leverage the land use planning system to deliver affordable housing, and make Council owned land available for affordable housing, where appropriate. The strategy further identifies key objectives, policies and actions across each of these roles.
