Shaping the future of the Former Wonthaggi Secondary College Site

The former Wonthaggi Secondary College (WSC) site has remained vacant since the school relocated in 2019. It is a large, strategically located site with significant potential to support a wide range of future uses.

Bass Coast Shire Council recognise the strong connection many in the community have to the site and its importance as a place of shared history and local significance. The site is currently managed by the Victorian Department of Education, however Council has an opportunity to reimagine the site as a space that serves the community. Unlocking the site is an Advocacy Priority for Council.

There are exciting opportunities for the site, but also some important challenges to navigate. Reactivating the site will require significant investment and careful planning to ensure it is financially viable and does not place an ongoing burden on ratepayers. Identifying what site uses are needed by the community will help shape a mix of uses that both benefit the community and ensure the site can be financially sustainable into the future.

Understanding what the community values most will help us work towards a balanced mix of uses that reflects local needs while supporting long-term sustainability and viability.

While the site presents exciting opportunities, there are also key challenges that need to be carefully considered.

Challenges:

  • The site is not currently owned or managed by Bass Coast Shire Council.
  • The site is Crown Land and therefore presents planning, ownership and development obstacles.
  • The site is currently zoned for Education and should Council take the site on it will need to be rezoned.
  • The buildings are in varying states of condition from fair to very poor, with significant work required to repair and bring them up to code. They are not able to be inhabited until repair and rectification works can be completed.
  • There will be significant upfront and ongoing costs associated with the project, should Council take the site on.
  • Careful, considered planning is required to ensure the site becomes a thriving community precinct whilst ensuring it does not become a cost burden to ratepayers.

The site also offers significant opportunities to create something new and valuable for the community.

Potential opportunities and uses could include:

  • Mixed use redevelopment which could turn the site into a thriving precinct.
  • Retaining elements of existing buildings which hold community value and connection to Wonthaggi's history.
  • Creating a thriving space on a well positioned site near existing green spaces, community facilities and Wonthaggi's business precinct.
  • Addressing current and future needs of Wonthaggi and Bass Coast.
  • Ability to partner with local business, health services, Government agencies and others which could address current shortages in Wonthaggi and help to fund the sites ongoing operation.
  • Vibrant art and cultural spaces.
  • Strategic support for the project backed by the Wonthaggi Activity Centre Master Plan, The Wonthaggi Structure Plan and other adopted documents.
  • Potential for coworking spaces, shared office spaces and education hubs.
  • Ability to address housing shortages such as key worker housing and social and affordable housing.

Community input is central to shaping the future of the Former Wonthaggi Secondary College Site. Through this early engagement, we are inviting the community to help identify potential uses and priorities for the site.

This feedback will inform the development of a Land Use Framework for the site, which will outline possible future directions.

What happens next will depend on a range of factors, including land ownership, feasibility, funding and approvals. There is currently no set timeline, and it is unlikely that changes to the site will occur in the short term. It is also important to recognise that the site is currently owned by the Victorian Department of Education, not Council, and that it requires further investigation and works to address existing conditions and infrastructure.

Despite the challenges, developing a land use framework informed by the community is an important first step toward future use of the site.

Now comes the interactive part.

To create a site that works for the community and can pay for itself over time, there needs to be a balance between:

  • community uses (great spaces for people), and
  • income‑generating uses (to help cover ongoing costs).

How the activity works

  • You have 10 points to spend.
  • Blue uses cost points — they need funding to operate.
  • Red uses give points back — they generate income to support the site.
  • Your goal is to create a balanced mix.

An example

If you choose a library, it will use some of your points because it doesn’t generate high income on its own.

To balance this, you might add:

  • business offices, or
  • retail or commercial uses,

which help bring money back into the site and support community facilities.
