Dust Suppressant Treatment
Between 2005 and 2007, Council treated unsealed roads around the shire with a Dust Suppressant product as a trial, to control dust issues. The treatment has now deteriorated after almost a 10-year lifespan of dust protection, and Council will be removing the existing dust suppressant seal and returning the roads to a compacted gravel surface.
What do the works involve?
To maintain road quality, we will apply a compacted layer of crushed rock, ensuring a more consistent and durable surface that meets our maintenance and road standards.
Which roads are next for upcoming works?
In the coming months, Council will remove the damaged dust suppressant seal on the following roads:
- Outlook Dr, Cowes
- Scenic Dr, Cowes
- Bayview Dr, Cowes
- Park Ln, Cowes
- Maxwell St, Cowes
- Queen St (Merrin Cres to Broome Cres), Wonthaggi
- Reid St, Rhyll
What you need to know
Road Access: The roads will remain open during works, but minor delays may occur. Traffic management will be in place for safety.
Timing of Works: Works are subject to weather conditions and contractor availability. Affected residents will receive at least two weeks’ notice before works begin.
Ongoing Maintenance: Council will continue to monitor the road condition and assess any further needs.
Road Upgrade Options for Property Owners
Property owners can apply to upgrade the road and drainage infrastructure under Council’s Urban Road and Drainage Improvement Policy. Upgrades are usually funded through a special charge scheme, where property owners contribute based on the benefits they receive, while Council contributes for the wider community benefit.
- Council has over 100km of urban roads requiring upgrades and prioritises projects based on need.
- To see when your road might be reviewed for an upgrade, visit: engage.basscoast.vic.gov.au/urdi.
- If at least 50% of affected property owners support an upgrade, they can submit a petition to Council requesting a project be reprioritised.
Interim Dust Treatment Options
For streets not scheduled for a full road and drainage upgrade in the next five years, property owners can consider an interim dust treatment. These treatments are funded by property owners and require full upfront payment. Options may include:
- Minor pavement upgrades with an asphalt seal
- Traffic calming measures to slow vehicles
- Dust reduction and warning signs
How to Apply:
- All affected property owners must agree to fund the treatment.
- A written request, supported by a petition from property owners, must be submitted to Council.
- Council will provide a cost estimate upon request.
If drainage issues are identified as part of an interim dust treatment, the road may need a full road and drainage upgrade instead.
