About the Project

The project to upgrade Dunvegan Crescent was started in response to a petition to the Council that was received in July 2024. The petition showed that 62% of property owners on Dunvegan Crescent want a road upgrade to occur and are willing to help pay for it.

These upgrades are usually delivered through Special Charge Schemes. This is a way for Council to raise money for an upgrade project by charging property owners that benefit from the upgrade. This is allowed by the Local Government Act 1989.

Separately, in June 2026, Council adopted the Dust Suppression Seal Removal Policy to guide the removal of the remaining seals around the Shire. Under the Policy, property owners on streets with the remaining dust suppression seals will be offered the option to maintain a sealed road surface through a tailored upgrade option. This upgrade involves a one-off payment of $4,000 and does not require a petition. As the northern end of Dunvegan Crescent continues to have a temporary dust suppression seal, the entire road is eligible for a road seal upgrade under the Policy.

Next steps

Property owners have been contacted directly with a survey to understand whether property owners are agreeable to the $4,000 road seal only upgrade as proposed in the new Policy.

We kindly ask that property owners return their forms by 24 July 2026. Completed forms can be emailed to roadupgrades@basscoast.vic.gov.au or hardcopies sent using the enclosed reply-paid envelope provided.

If property owners are supportive of the upgrade proposed under the new Policy, Council will send out invoices for payment in the later part of 2026. If all payment is received, construction of the permanent road seal will commence in early to mid-2027.

If property owners are not supportive of the upgrade, Council will proceed with the special charge scheme process as previously planned.

If property owners are ultimately not supportive of either upgrade option, the existing temporary road seal will be removed in line with the new Dust Suppression Seal Removal Policy.
