Council appointed SR Excavations Pty Ltd to undertake this project. This project was completed in July 2023 and the road is now officially open.

This project was an important in ensuring Council urban road network is safe and sustainable and the upgrade response to the recent growth and development.

These works were undertaken in two stages:

  • Stage 1 Shetland Heights Road from Potters Hill Road to Small Court.
  • Stage 2 Shetland Heights Road from Penniwells Drive (east) to Small Court.

This $1.99 million project was made possible through the Australian Government’s Local Roads and Community Infrastructure Program and Council. This program supports local Councils to deliver priority local road and community infrastructure projects across Australia, supporting jobs and the resilience of local economies to help communities bounce back from the COVID-19 pandemic.

The aim of this project is important in ensuring the Urban Road Network is safe and sustainable for the community into the future and appropriate levels of service are maintained.

These works included road pavement widening, driveway crossover works, asphalt sealing, underground stormwater drainage, speed humps, line marking and signage, kerb and footpath construction.


Significant changed traffic conditions including full road closure and detours will be in place for the duration of the project. See staging plan attached.

    • Stage 1 A full road closure will be in place between Shetland Heights Road from Potters Hill Road to Small Court.
    • Stage 2 A full road closure will be in place between Shetland Heights Road from Penniwells Drive (east) to Small Court.
  • No through traffic will be allowed from mid-February until the completion of the works in early June. During the closure all through traffic will be detoured via Phillip Island Road. We encourage road and pedestrian users to allow enough time, seek alternate routes, and avoid the construction area during these times. Local and emergency access will always be maintained.
  • Appropriate traffic and pedestrian control measures will be implemented onsite during these works. Pedestrian access will be available for the duration of the works. Electronic Variable Message Signs (VMS) will be in place to advise of these roadworks and detours.
  • This will be a construction zone and for your own safety and others, there will be access restrictions, road and pathway detours and closures.
  • The use of heavy plant and machinery including noisy, and vibration works for construction including earthworks and use of trucks for removal or delivery of materials etc.

The total project cost is in the order of $1.99 million jointly funded by the Local Roads and Community Infrastructure Program and Council.
